Well, that can be true at times–but rarely for the long term. For whatever reason, there are immutable laws in nature (God believers think this was God himself who made these complex interdependent laws). Whether you are a Jew, muslim, Christian, agnostic or atheist, these laws apply to everyone–including those who are concerned about the problem. There are LOTS of commonalities among humans of all types. One of these is character. No matter what religious background or faith a person has, most everyone seems to feel that good character is critical to a successful life. Everyone wants to deal with an honest person, as an example. Everyone wants to be treated fairly. No one believes society would do better if their were zero laws and regulations. Everyone wants to be loved by others. All agree that kindness is a good thing. Etc, etc., etc. Bottom line: we all know that a person with good character is a precious person to himself, his family and the community at large.
